This Request for Proposal (RFP) announces the intent of the County of Mendocino to procure qualified vendors for the Homeless Housing, Assistance, and Prevention (HHAP) Program Round 6 and unobligated HHAP funds from previous Rounds of funding.

The purpose of the RFP is to identify qualified business organizations that meet the minimum qualification and have the experience to provide emergency shelter services as described below to fully obligate all HHAP funding allocated to the County of Mendocino and the Mendocino County Homeless Services Continuum of Care (MCHSCoC, CA-509).

Vendors must submit five (5) copies of their proposal: four (4) complete paper copies with original Vendor signature, and one (1) complete copy on a USB Flash Drive.   The proposal must be formatted in accordance with the instructions of this RFP.  Promotional materials may be attached, but are not necessary and will not be considered as meeting any of the requirements of this RFP.  Proposals must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFP No. 004-26”, and delivered by 2:00 p.m. Tuesday, February 17, 2026, to:

2025 continuum of care program competition

hud notice of funding opportunity (Nofo)

A July 3rd, 2025, email from the U.S. Department of Housing and Urban Development (HUD) was sent to all Continuums of Care announcing HUD’s intention to publish a FY2025 CoC Program NOFO. In this email, HUD states, “The NOFO will seek to provide opportunities for new types of projects, including street outreach and transitional housing programs.”

On November 13, 2025, HUD issued the Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) for 2025 CoC funds. The Mendocino County Homeless Services Continuum of Care published the local FY 2025 CoC Competition Notice of Funding Availability (NOFA) on December 1, 2025.

On December 8, 2025, HUD issued the following Announcement on its CoC Program website, https://www.hud.gov/hud-partners/community-coc.

“FY 25 COC NOFO Update

“The Department has withdrawn a Notice of Funding Opportunity (NOFO) with respect to the Continuum of Care (CoC) grant program. This withdrawal will allow the Department to make appropriate revisions to the NOFO, and the Department intends to do so. In the previous FY 24-25 NOFO, the Department reserved the right to make changes to the NOFO instead of processing renewals for a variety of reasons, including to accommodate a new CoC or Youth Homelessness Demonstration Program (YHDP) priority or new funding source. The Department still intends to exercise this discretion and make changes to the previously issued CoC NOFO to account for new priorities. HUD anticipates reissuing a modified NOFO well in advance of the deadline for obligation of available Fiscal Year 2025 funds.”

On Friday, December 19, 2025, HUD revised the message on its CoC webpage, https://www.hud.gov/hud-partners/community-coc, to read as follows:

“FY 25 COC NOFO Update

“The Department of Housing and Urban Development (HUD) is issuing this Notice of Funding Opportunity (NOFO) for the 2025 Fiscal Year for public review. HUD understands this NOFO to be enjoined pursuant to a preliminary injunction entered in State of Washington, et al. v. HUD, No. 1:25-cv-00626-MSM-AEM (District of Rhode Island), and National Alliance to End Homelessness, et al. v. HUD, No. 1:25-cv-00636-MSM-AEM (District of Rhode Island). HUD will not implement or enforce this NOFO pending further court order. HUD will issue further clarification on the status of this or any other future Fiscal Year 2025 NOFO as necessary. HUD will provide further notice as to when the application portal will open.

FY 2025 Continuum of Care Competition and Youth Homeless Demonstration Program Grants NOFO

On Thursday, January 8, 2026, HUD added additional language to its message issued on December 19, 2025, on its CoC webpage, https://www.hud.gov/hud-partners/community-coc, to read as follows:

FY24-25 NOFO Open

“January 8, 2026 

“On December 23, 2025, the U.S. District Court for the District of Rhode Island in State of Washington/NAEH v. HUD, Nos. 25-cv-626/25-cv-636 (D.R.I.) ordered HUD, in pertinent part, to take “all steps necessary to process eligible renewals for FY 2025 CoC funding pursuant to the FY24-25 NOFO, but excluding the obligation of funding and the granting of any specific renewals.” (“the Order”). HUD will comply with the Order, including processing eligible renewals under the FY24-25 Continuum of Care Notice of Funding Opportunity (“FY24-25 CoC NOFO”), so long as the Order is in effect. If the Order is no longer in effect, HUD intends to implement the NOFO issued on December 19, 2025 (FR-6901-N-25), and will provide further instructions if and when it is appropriate.

“Today, pursuant to the Order, HUD is informing CoC recipients of the steps needed to start the process for renewals according to the FY24-25 Notice of Funding Opportunity (NOFO) (Funding Opportunity Number–FR-6800-N-25) for the CoC competition. 

“The FY24-25 CoC NOFO will be open tomorrow, January 9, 2026, and will remain open until February 9, 2026. HUD will follow all applicable procedures laid out in the FY24-25 CoC NOFO, including conducting all applicable reviews, but excluding, pursuant to the Court’s Order, “the obligation of funding and the granting of any specific awards.” Order ¶ 6. HUD anticipates being able to select awards no later than late March 2026. 

“The deadline for submission of the following applications is February 9, 2026. HUD will review all Priority Listings, applications and projects as set forth below.  

“Projects that were awarded FY 2024 funds and are not being reallocated or replaced by the CoC may be eligible for selection for FY 2025 funds using their FY 2024 application submission and are not required to apply for renewal for FY 2025 funds (I.B.2.c). If applicants with awards from FY 2024 indicate in writing, in a manner that HUD may further direct, that the applicant will not reallocate or replace any of their awards, HUD will consider, if feasible, beginning the review and processing of these renewals before the February 9, 2026, submission deadline.  

”For all other projects, in accordance with the FY24-25 NOFO, HUD will make e-snaps available to receive:

  • Applications for eligible renewal projects with an expiration date in CY 2026 that were not awarded in FY24; 

  • Applications for new projects created through CoC and/or DV reallocation or YHDP replacement, (see NOFO I.B.2.b(24) and III.B.4.a.(3) and (5) and I.A.3.d.(2));

  • Applications for YHDP Projects that expire in CY 2026 to renew, if not awarded in FY 2024, or replace those projects, as provided under I.A.3.d,(2);

  • FY 2025 Project Listing that includes all projects approved by the CoC to apply for FY 2025 funding (see I.B.2.c). CoCs are required to submit a FY 2025 CoC Priority Listing if they are submitting applications for eligible CoC or YHDP renewal projects that were not awarded FY 2024 funding or new projects created through CoC, DV Reallocation, or YHDP Reallocation under YHDP Replacement (IV.E.3.c). If a CoC is not submitting applications described in the bullets above for FY 2025 CoC and YHDP funding, the CoC is not required to submit a FY 2025 CoC Priority Listing (IV.G.3). 

“All renewals are subject to the reviews and processes under the original terms of the reopened FY24-25 CoC NOFO, see Renewal Project Requirements, Section III.B.4.c at 53–55; Project Renewal Threshold, Section III.C.4.c at 64–65, and all applicable statutes and regulations under 24 C.F.R. § 578, et seq. and 2 C.F.R. § 200, et seq. All recipients are reminded of their ongoing obligations to submit Annual Performance Reviews, audit reports, and other materials as required under their grant agreements and Section III.C of the FY 24-25 CoC NOFO. See Rules that Affect How HUD Evaluates Applications, Section III.C at 57–67. Incomplete materials, which HUD may consider under the reviews and processes of the reopened FY24-25 CoC NOFO, may delay renewals. New projects created through reallocation (see I.B.2.b.(24)) must meet the requirements in sections I.B.3.a, III.B.4.a.(3), (4) and (5) and the project eligibility and project quality thresholds established in sections III.C.4.a. and b of the FY 24-25 NOFO.

MCHSCoC Response

On December 15, 2025, the Mendocino County Homeless Services Continuum of Care (MCHSCoC) Governing Board held a Special Meeting to determine how it should proceed with the local FY 2025 CoC Competition Notice of Funding Availability (NOFA). At this meeting, the MCHSCoC Governing Board approved the withdrawal of its local FY 2025 CoC Competition NOFA while waiting for HUD to make changes to the previously issued CoC NOFO to account for new priorities.

At its January 12, 2026, meeting, the MCHSCoC Membership voted not to reallocate any existing renewal project funds and to submit a FY 2025 CoC Project Listing that fully renews the existing renewal project and the CoC Planning Grant. No new project applications will be considered at this time. This approval is only preliminary and is contingent upon the final ruling in State of Washington/NAEH v. HUD, Nos. 25-cv-626/25-cv-636 (D.R.I.).

The Mendocino County Homeless Services Continuum of Care (MCHSCoC) is now accepting Requests for Funding Proposals for the 2024 Emergency Solutions Grant (ESG) Notice of Funding Availability (NOFA) by the California State Department of Housing and Community Development (HCD). Applications must be completed using HCD’s eCivis Grants Management System (GMS) called “Grants Network.”

Included below are the 2024 ESG NOFA, 2024 ESG Allocation Amounts, 2024 MCHSCoC Emergency Solutions Grant (ESG) Program Application Section Policies, MCHSCoC 2024 Stella Demographics Report, and the Strategic Plan to Address Homelessness in Mendocino County.

On July 31, 2024, the U.S. Department of Housing and Urban Development (HUD) issued the Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) for 2024-2025 CoC funds. Based on documents provided by HUD, Mendocino County applicants are eligible for a combined total of $1,921,615 for new and renewal Continuum of Care projects, with $1,729,454 available in Tier 1, $192,161 in Tier 2, $230,594 in CoC Bonus Funding for new projects, and $89,483 in Domestic Violence (DV) Bonus Funding.

The following funds are available for NEW projects: (See sections I.B.2.g. and III.B.4.a. of the FY 2024-2025 CoC Competition NOFO)

  • Up to $230,594 in bonus funding is competitively available for one or more new project types. Eligible components are Permanent Supportive Housing (PH-PSH), Rapid Rehousing Projects (PH-RRH), Joint Transitional Housing – Rapid Rehousing Projects (TH/PH-RRH), Supportive Services Only – Coordinated Entry (SSO-CE) Projects, and Homeless Management Information System (HMIS) or Comparable Database Administration. To be eligible to receive a CoC Bonus project, the Collaborative Applicant must demonstrate its CoC ranks projects based on how they improve system performance as outlined in section V.B.2.b of the FY 2024-2025 CoC Competition NOFO.

  • A total of $89,483 in Domestic Violence (DV) bonus funding is competitively available for one or more projects serving victims of domestic violence. Eligible project types are Rapid Rehousing (PH-RRH), Joint Transitional Housing and Permanent Housing-Rapid Rehousing (Joint TH/PH-RRH) component projects, and SSO Projects for Coordinated Entry (SSO-CE) to implement policies, procedures, and practices that equip the CoC’s coordinated entry to better meet the needs of people experiencing homelessness who are survivors of domestic violence, dating violence, sexual assault, or stalking (e.g., to implement policies and procedures that are trauma-informed, client-centered or to better coordinate referrals between the CoC’s coordinated entry and the victim service providers coordinated entry system where they are different).

Please note that the NOFO allows for a reallocation of renewal funds if recommended and approved by the Continuum of Care. All CoC Program-funded projects must follow a housing-first approach and offer VAWA protections as identified in HUD’s VAWA Final Rule.

As part of the FY 2024-2025 CoC Competition NOFO process, HUD is also accepting renewal or replacement applications for Youth Homeless Demonstration Project (YHDP) funding. 2024 continuum of care builds competition - closed October 28, 2024

On July 19, 2024, the U.S. Department of Housing and Urban Development (HUD) issued the Continuum of Care Builds (CoCBuilds) Notice of Funding Opportunity (NOFO). Based on documents provided by HUD, Continuums of Care (CoCs) are restricted to recommending one project for funding. The maximum amount for a single project in Mendocino County is $5,000,000. CoCs may request an additional $2,000,000 for a second project, provided that the additional project proposes new Permanent Supportive Housing (PSH) units located on a Tribal reservation or trust land.

The CoCBuilds NOFO targets efforts within CoC geographic areas to address and reduce persons experiencing homelessness by adding new units of permanent supportive housing (PSH) through new construction, acquisition, or rehabilitation through one-time CoCBuilds awards under the CoC Program.

HUD will only review CoCBuilds project applications submitted by the CoC-designated Collaborative Applicants.  Each CoC-designated Collaborative Applicant may only submit one CoCBuilds application.  However, if a CoC is working with a Tribe or TDHE to provide units of PSH on Tribal reservations or trust land, two applications may be submitted by the CoC-designated Collaborative Applicant; one for the CoC’s geographic area not including the Tribal reservations or trust lands and one where the units will be located on Tribal reservations or trust lands.

CoCs are required to review proposed CoCBuilds applications locally and if more than one application is received, the CoC must determine which application it will submit to HUD. 

This Request for Applications (RFA) document describes the process that the Mendocino County Homeless Services Continuum of Care (MCHSCoC, CA-509) will use to select the project applicant that will be recommended in the application to HUD.

All CoC Program-funded projects must follow a housing-first approach and offer VAWA protections as identified in HUD’s VAWA Final Rule.

On July 5, 2023, the U.S. Department of Housing and Urban Development (HUD) issued the Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) for 2023 Continuum of Care funds. Based on documents provided by HUD, Mendocino County applicants are eligible for a combined total of approximately $1,844,275 for new and renewal FY 2023 Continuum of Care projects. A total of $1,715,176 is available in Tier 1, $129,099 is available in Tier 2 as CoC Bonus Funding for new projects, and $50,000 is available in Domestic Violence Bonus Funding.

The following funds are available for NEW projects: See section I.B.2.b.(8)

  • Up to $129,099 in bonus funding is competitively available for one or more new Permanent Housing – Permanent Supportive Housing Projects (PH-PSH), Rapid Rehousing Projects (RRH), Joint Transitional Housing – Rapid Rehousing Projects (TH-RRH), and Supportive Services Only – Coordinated Entry (SSO-CE) Projects. On August 1, 2022, the U.S. Department of Housing and Urban Development (HUD) issued the Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) for 2022 Continuum of Care funds.  Based on documents provided by HUD, Mendocino County applicants are eligible for a combined total of approximately $1,894,275 for new and renewal FY 2022 Continuum of Care projects.  A total of $1,752,061 is available for renewal projects and a total of $142,214 is available for new projects. 

The following funds are available for NEW projects:

  • A total of $92,214 in bonus funding is competitively available for one or more new Permanent Housing – Permanent Supportive Housing Projects (PH-PSH), Rapid Rehousing Projects (RRH), Joint Transitional Housing – Rapid Rehousing Projects (TH-RRH), and Supportive Services Only – Coordinated Entry (SSO-CE) Projects.

  • A total of $50,000 in Domestic Violence (DV) bonus funding is competitively available for one or more projects serving victims of domestic violence. Eligible project types are Rapid Rehousing (RRH) and Joint Transitional Housing (TH) and Permanent Housing-Rapid Rehousing (PH-RRH) component projects and SSO Projects for Coordinated Entry to implement policies, procedures, and practices that equip the CoC’s coordinated entry

Please note that the NOFA allows for a reallocation of renewal funds, if recommended and approved by the Continuum of Care. All RRH and Joint TH/PH-RRH component projects must follow a housing-first approach.

As part of the FY2022 CoC Program NOFO process, HUD is also accepting applications for Youth Homeless Demonstration Project (YHDP) or replacement applications. Submissions for YHDP are excluded from the CoC Rating and Ranking of projects. At the time of this announcement, there are no YHDP projects in Mendocino County and no existing projects have been selected for reallocation.
