2024-2025 continuum of care program competition

On July 31, 2024, the U.S. Department of Housing and Urban Development (HUD) issued the Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) for 2024-2025 CoC funds. Based on documents provided by HUD, Mendocino County applicants are eligible for a combined total of $1,921,615 for new and renewal Continuum of Care projects, with $1,729,454 available in Tier 1, $192,161 in Tier 2, $230,594 in CoC Bonus Funding for new projects, and $89,483 in Domestic Violence (DV) Bonus Funding.

The following funds are available for NEW projects: (See sections I.B.2.g. and III.B.4.a. of the FY 2024-2025 CoC Competition NOFO)

  • Up to $230,594 in bonus funding is competitively available for one or more new project types. Eligible components are Permanent Supportive Housing (PH-PSH), Rapid Rehousing Projects (PH-RRH), Joint Transitional Housing – Rapid Rehousing Projects (TH/PH-RRH), Supportive Services Only – Coordinated Entry (SSO-CE) Projects, and Homeless Management Information System (HMIS) or Comparable Database Administration. To be eligible to receive a CoC Bonus project, the Collaborative Applicant must demonstrate its CoC ranks projects based on how they improve system performance as outlined in section V.B.2.b of the FY 2024-2025 CoC Competition NOFO.

  • A total of $89,483 in Domestic Violence (DV) bonus funding is competitively available for one or more projects serving victims of domestic violence. Eligible project types are Rapid Rehousing (PH-RRH), Joint Transitional Housing and Permanent Housing-Rapid Rehousing (Joint TH/PH-RRH) component projects, and SSO Projects for Coordinated Entry (SSO-CE) to implement policies, procedures, and practices that equip the CoC’s coordinated entry to better meet the needs of people experiencing homelessness who are survivors of domestic violence, dating violence, sexual assault, or stalking (e.g., to implement policies and procedures that are trauma-informed, client-centered or to better coordinate referrals between the CoC’s coordinated entry and the victim service providers coordinated entry system where they are different).

Please note that the NOFO allows for a reallocation of renewal funds if recommended and approved by the Continuum of Care. All CoC Program-funded projects must follow a housing-first approach and offer VAWA protections as identified in HUD’s VAWA Final Rule.

As part of the FY 2024-2025 CoC Competition NOFO process, HUD is also accepting renewal or replacement applications for Youth Homeless Demonstration Project (YHDP) funding. At the time of this announcement, there are no YHDP projects in Mendocino County and no existing projects have been selected for reallocation.

2024 continuum of care builds competition

On July 19, 2024, the U.S. Department of Housing and Urban Development (HUD) issued the Continuum of Care Builds (CoCBuilds) Notice of Funding Opportunity (NOFO). Based on documents provided by HUD, Continuums of Care (CoCs) are restricted to recommending one project for funding. The maximum amount for a single project in Mendocino County is $5,000,000. CoCs may request an additional $2,000,000 for a second project, provided that the additional project proposes new Permanent Supportive Housing (PSH) units located on a Tribal reservation or trust land.

The CoCBuilds NOFO targets efforts within CoC geographic areas to address and reduce persons experiencing homelessness by adding new units of permanent supportive housing (PSH) through new construction, acquisition, or rehabilitation through one-time CoCBuilds awards under the CoC Program.

HUD will only review CoCBuilds project applications submitted by the CoC-designated Collaborative Applicants.  Each CoC-designated Collaborative Applicant may only submit one CoCBuilds application.  However, if a CoC is working with a Tribe or TDHE to provide units of PSH on Tribal reservations or trust land, two applications may be submitted by the CoC-designated Collaborative Applicant; one for the CoC’s geographic area not including the Tribal reservations or trust lands and one where the units will be located on Tribal reservations or trust lands.

CoCs are required to review proposed CoCBuilds applications locally and if more than one application is received, the CoC must determine which application it will submit to HUD. 

This Request for Applications (RFA) document describes the process that the Mendocino County Homeless Services Continuum of Care (MCHSCoC, CA-509) will use to select the project applicant that will be recommended in the application to HUD.

All CoC Program-funded projects must follow a housing-first approach and offer VAWA protections as identified in HUD’s VAWA Final Rule.

The Mendocino County Homeless Services Continuum of Care (MCHSCoC) is now accepting Requests for Funding Proposals for the 2023 Emergency Solutions Grant (ESG) Balance of State (BOS) Notice of Funding Availability (NOFA) by California State Department of Housing and Community Development (HCD). Application must be completed using HCD’s eCivis Grants Management System (GMS) is called “Grants Network.”

Included below are the 2023 ESG BoS NOFA, 2023 ESG BoS Allocation Amounts, 2023 MCHSCoC ESG BOS Application Process Policies, 2022 Stella Demographics Report, and the Strategic Plan to Address Homelessness in Mendocino County.

On July 5, 2023, the U.S. Department of Housing and Urban Development (HUD) issued the Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) for 2023 Continuum of Care funds. Based on documents provided by HUD, Mendocino County applicants are eligible for a combined total of approximately $1,844,275 for new and renewal FY 2023 Continuum of Care projects. A total of $1,715,176 is available in Tier 1, $129,099 is available in Tier 2 as CoC Bonus Funding for new projects, and $50,000 is available in Domestic Violence Bonus Funding.

The following funds are available for NEW projects: See section I.B.2.b.(8)

  • Up to $129,099 in bonus funding is competitively available for one or more new Permanent Housing – Permanent Supportive Housing Projects (PH-PSH), Rapid Rehousing Projects (RRH), Joint Transitional Housing – Rapid Rehousing Projects (TH-RRH), and Supportive Services Only – Coordinated Entry (SSO-CE) Projects. This request for Proposal (RFP) announces the intent of the County of Mendocino to publicly procure qualified entities and individuals for the Homeless Housing, Assistance and Prevention (HHAP) Program Rounds 3 and 4 for a combined total of $4,409,922.72.

The purpose of the RFP is to retain multiple qualified Contractors or Vendors to provide direct and systemic support to persons experiencing homelessness and projects to improve the local homeless services delivery system.

The proposal must be formatted in accordance with the instructions of this RFP. On August 1, 2022, the U.S. Department of Housing and Urban Development (HUD) issued the Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) for 2022 Continuum of Care funds.  Based on documents provided by HUD, Mendocino County applicants are eligible for a combined total of approximately $1,894,275 for new and renewal FY 2022 Continuum of Care projects.  A total of $1,752,061 is available for renewal projects and a total of $142,214 is available for new projects. 

The following funds are available for NEW projects:

  • A total of $92,214 in bonus funding is competitively available for one or more new Permanent Housing – Permanent Supportive Housing Projects (PH-PSH), Rapid Rehousing Projects (RRH), Joint Transitional Housing – Rapid Rehousing Projects (TH-RRH), and Supportive Services Only – Coordinated Entry (SSO-CE) Projects.
