Housing First Training: Putting Plans into Practice in California

September 30, 2024, 11 am - 1 pm PDT

Please join the United States Interagency Council on Homelessness (USICH), the U.S. Department of Veterans Affairs (VA), California Department of Housing and Community Development (HCD), the California Interagency Council on Homelessness (Cal ICH), and the California Department of Veterans Affairs (CalVet) for a joint, virtual Housing First training on Monday, September 30th, from 11 am – 1 pm PST. This training will provide evidence, research, and data on Housing First and an overview of California’s Housing First Law. The training will also cover supportive service plans, property management plans, how to put the plans into practice, and what VA and CalVet referrals and supports are available for Veteran residents in supportive housing. The training will conclude with an interactive review of case scenarios and a Q&A. We hope that attendees leave this training feeling equipped to successfully implement Housing First. Implementing HUD's Equal Access Rule in Emergency Shelters

HUD’s Equal Access Rule (EAR), which was expanded in 2016, ensures that HUD’s housing and shelter programs are open to all eligible individuals and families regardless of sexual orientation, gender identity, or marital status. This webinar examines how to better understand the Rule and how it applies to emergency shelters and provides communities with information to be able to amend and implement policies, procedures, and best practices.

Objectives

  • Understand the barriers faced by Lesbian, Gay, Bisexual, Transgender, Queer and/or Questioning, Intersex, Asexual/Agender (LGBTQIA+) individuals and all families who attempt to access emergency shelter

  • Examine requirements under the Fair Housing Act, EAR, and Supreme Court decision, Bostock v. Clayton County

  • Explore discrimination and trauma-informed strategies to support LGBTQIA+ individuals, all families, and survivors of gender-based violence

  • Provide resources, training, and other tools to ensure compliance with the Fair Housing Act and EAR

Audience

This webinar is intended for Emergency Shelter staff, leadership, and program managers. Other practitioners interested in learning more about the EAR are also welcome to attend. This could include anyone supporting any programs administered through HUD’s Office of Community Planning and Development (CPD) including Continuum of Care (CoC) homeless assistance, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons With AIDS (HOPWA).

2024 VAWA & Survivor Housing Community Conversations: Informed Consent & System Access

This session highlights best practices for obtaining informed consent and improving access to the homelessness response system through Victim Service Providers (VSPs). This includes resources from Continuums of Care (CoCs) and Emergency Solutions Grants (ESG) for housing and shelter options.

This session is part of the 2024 Violence Against Women Act (VAWA) and Survivor Housing Community Conversations Series which builds upon the VAWA 2022 Foundations for Continuum of Care (CoC) and Emergency Solutions Grants (ESG) Webinar Series delivered in 2023.

Objective

  • Learn best practices on informed consent and improving survivor access to VSPs and homelessness response system resources

Audience

This session is intended for CoC and ESG recipients and staff, including but not limited to CoC and ESG leadership, program managers, direct staff, and people with lived experience of homelessness. This session is also intended for victim services leadership, VSPs, and survivors.
