What is the Purpose of a CoC?

CoCs are charged with promoting and implementing evidence-based, best, promising, and emerging practices for preventing and ending homelessness.

The purpose of the CoC is to provide a coordinated and strategic approach to the planning and management of a range of resources to address the needs of families and individuals at risk of homelessness and those who are currently experiencing homelessness in a specific area or jurisdiction.

CoCs are authorized by Federal Statute, which also establishes the CoC Program, designed to promote communitywide commitment to the goal of ending homelessness by providing funding for efforts by nonprofit providers and State and local governments and promoting access to and effect utilization of mainstream programs by individuals and families at-risk of and experiencing homelessness.
